日本のジェンダーギャップ指数（社会進出における男女格差の度合い）が世界144か国中114位で、「女性の力が十分に活用されていない」とし、もっと女性に輝きを発揮してもらうための東京都における女性活躍推進の施策を紹介。 “ワーク・ライフ・バランス”を“ライフ・ワーク・バランス”といい換え、育児・介護と仕事の両立や女性の活躍を後押しする働き方改革を推進していること、情報通信機器を活用して場所や時間にとらわれない柔軟な働き方ができる“テレワーク”の推進などを強調した。 そして、「小さな志を一つひとつ達成していき、いつか大きな志を成し遂げるように」との願いを込め、塾生や学生に向けて「少女よ大志と小志を抱け」という言葉を贈って講演を締めくくった。
