根據法例，計劃成員須年滿65歲，才可以選擇一筆過或分期提取強積金，只有在六個特定情況下，計劃成員才可以提早提取強積金，當中包括「永久離港」。 「永久離港」不一定是移民. 強積金涵蓋的對象除了香港僱員之外，亦包括持工作簽證來港工作的外籍人士和本身擁有外國護照的僱員。 換言之，以「永久離港」為由提早提取強積金的申索人，其實不一定是因為移民，當中還包括結束在港工作而返回原居地的僱員。 因此，單憑相關數據以偏概全地解讀為移民並不正確。 計劃成員如果以「永久離港」這個理由申請提早提取強積金，必須先向受託人提交申索表格和法定聲明，聲明自己在特定日期永久離開香港，以及提交相關文件和證據，證明已獲准在香港以外地方居住，例如擁有外國護照。 申索文件和證據必須令受託人信納才會批准。
