I have heard it used on men, but only by a very fussy old uncle of mine who was quite a character. I also think this would actually come closer to "mon chéri" or at least "mon cher", "mes chers", so quite unadequate in a professional mail!

Otherwise, "dear" is an endearment. The degree of closeness it expresses depends on the speaker, and probably varies regionally as well.
