Both GPUz and Copen hardware monitor say GPU frequency is stuck at 210Hz (1300 Hz when it was working so the reading is OK) I managed to reach normal FPS uninstalling NVIDIA drivers and installing version 462.21. HOWEVER, only using MSI Hybrid graphics.
