This happens when you edit the page in advanced mode and change stuff other than web parts, for example create additional web part zones (or many other conceivable things). See here for details.

I'm trying to view/edit a workflow in SharePoint 2007, but keep getting denied access. In SharePoint Designer, I click open site, then I put in the URL of the site. Only a portion of the site loads, and more specifically, not the workflows I am looking for do.
