My Dress-Up Darling has a more traditional pacing and has a lot of great fan service, while Horimiya instead focuses on character development and is really fast-paced (in a good way overall). Both are some of the best shows the genre have to offer in my opinion and are very similar quality wise.
As much as I like dress up darling I have to say the romance in dress up darling is not there yet, characters blushing thinking about each other does not make it good romance. Horimiya has good romance because characters grow because of them going out with each other romantically and knowing feeling of the other towards themselves
