Overview. Germany has an open telephone numbering plan. Before 2010, area codes and subscriber telephone numbers had no fixed size, meaning that some subscriber numbers may be as short as two digits.
Subscriber telephone numbers are usually inversely long: those in larger cities have seven or eight digits, while those in smaller towns may have as few as three or four digits. Area codes are grouped into eight geographic dialing regions determined by the first digit ( 2 – 9 ).
